      According to the Boardman Township Office of Planning/Zoning there are some 11,000 housing units in the township.
      Approximately 9500 are single family homes and an estimated 1,500 or more units are classified as rental properties.
      In 2014, a rental registration program was established by Trustees Thomas Costello, Larry Moliterno and Brad Calhoun.
      The program requires an annual registration fee of $40/unit.
      In 2026, to date, some 1,515 rental properties have been registered with the Planning/Zoning Office and $158,540 has been collected in registration fees.
      The office of Planning/Zoning operates on an annual budget of about $430,000.
      When first approved, the rental registration program faced a court test filed by William Hiznay, a residential rental property owner in Boardman. The case went all the way to the Ohio Supreme Court that upheld the program.
      Hiznay argued that the annual assessment functioned as an illegal tax rather than a regulatory fee. The court ruled it was a lawful fee because proceeds went into a restricted fund dedicated strictly to administering the program, processing applications, and handling complaint-based inspections.
      The Mahoning County Court of Common Pleas and the Seventh District Court of Appeals both ruled in favor of Boardman Township, and the Supreme Court of Ohio declined to overturn the lower court’s affirmance.
